boost controller no workie

Well, i finally changed out both my fuel senders and my fuel pump (walbro 255 lph). It was a VERY simple, straight forward, direct swap. After I did all that I noticed my gas light works for the first time in the two years I've owned the car asside from the first day I drove it. YEAH!!!!! (its the little things in life).
So Hardy, my brother, and I went for a drive. We found some nicely paved back roads near Sacramento and romped on it a bit. I got 13 psi in second once, but I would get it CONSISTANTLY in 3rd. I'd floor it and see the boost go up to 10, then ramp up to 12 or 13. I didn't realize it until I hit fuel cut before redline, which I never reached in 3rd gear, so the idea fairly shocking that I should get fuel cut. I started watching my boost gauge and was shocked to see it ramp up that high just about every time I'd put a big load on the car. It came down to me seeing 13 psi and letting off the gas, so my computer never seemed to compensate for it, probably because I didn't let it keep pushign it whenever i saw it.
I think it is time to get a mbc.
On a side note, both hardy and my brother saw flashes in my exhaust when I shifted: not exactly flames out my tailpipe, but pretty dang close.
Oh, and a stock legacy turbo with 4.111 gearing is burly quick.
