It's the automatic shoulder belt control unit.

i went ahead and unbolted the other ones from my 91 parts car.. I was willing to buy them because not only am I lazy, but I'm scared of the creatures now living in that car..
But I braved it, pulled 'em out, along with the computer, and some taillights, which I sold to Mr. Matt#1.

Awesome guy, hella hair. I was jealous.
