my 90 legacy failedthe emissions test today
here are the numbers

HC standard 100 reading 141
CO% standard 0.50 reading 4.85!

i got no CEL on, do you think is the Cat converter?

Could be for the CO numbers, but it also sounds like it's running rich with those hydrocarbon readings. I'd start with the o2 sensor.
