Boost issue, max 11psi

Hi,
I have a old school 1989 Legacy RS. I have got a heap of Eprom chips which tune the car differently.
I have 14psi, 17psi and 21psi chips. That is what written on the chip anyway, I didn't program them.
Anyway no matter what chip I put in the psi only over reaches 11psi (normally 10psi). If I flick the switch back to standard ecu, it runs about 6-7psi.
Why is it peaking at 11psi?
Is it a turbo problem? I have vf8 (wastegate spring tension???)
Is it a fuel cut problem?
Is it just badly tuned eprom chips?
Plumback BOV not holding pressure?
