4eat trans won't shift

My 4eat trans won't shift when it's cold out. It does fine from 1 to 3 but won't go into 4th when it's cold out in manual or automatic mode. Once the car warms up it does fine. Has anyone else here had a problem like this? Any idea what may be causing it. I'm guessing it has something to do with the tranny fluid thickening in the cold beyond that I don't know. Trans pump??

The transmission is designed to hold 3rd until a certain internal temp (forget what temp exactly), then it allows 4th. Same for the TC lockup, that won't occur until a higher internal temp.

I noticed the same thing in my touring wagon, won't go into 4th until it has warmed up. this is when the temps outside are cold, which is everyday in iowa now. It kinda suks, cause I live right off the interstate, and when i pull out on the highway and it stays in thrid even though I need to cruise along at 70mph.
Anyways, I blew out the Driveplate, so it is getting repaired soon. Also going to fix the broken speedo drive gears inside the right side axle, as I want to get my speedo back and have a working cruise control.
anybody else know if not shifting into high gear until the tranny warms up when it is very cold out is normal.

4EAT will not get into 4th until the ambient temp inside the tranny is 40 - 50F.
TC locks up at 150F.
