When I turn my car from on to start, it doesn't click at all.

Battery is fine.

Starter cranks if I jumper it from the battery.

Starter solenoid connect see's no voltage if I plug it into my multimeter and try on-start with the car.

I'm going to assume you have a MT.

The starter interlock relay is under the dash. It has a blue connector like this one in the pic

If you have an automatice tranny try shifting it thru the gears and then put back to park. Every now and then my car won't start and I will have to do this.
