either replace the fender if you can find one; repair it with a sheet metal patch, bondo, and re-paint; or put a really big mud flap over the whole thing

Replace the fenders. Underneath is usually good. Grind, zinc galvanize, prime, paint, put new fender on top.

Not if you have a CA car

My car's exterior is 100% rust free, except for a little crash-damage on the hood.

my car lived in salt country for most of its life so it is pretty rusty.

behind evey wheel and some other spots too. I gave the rear quarter a test poke with a screwdriver and it gave a little, so looks like cutting and welding is in the future.

Even my car has a tiny bit of rust on the lower bit of the driver's side fender.
When I get around to repainting the car, I'll replace both front fenders since they have both been hit and repaired to sub-100% perfection.

Yeah, the piece of metal behind my front left mudflap is completely gone. I thought it was surface rust, but I took off the mudflap and poked at it and it disintegrated.

I'm probably going to go the sheetmetal-and-bondo route and get it repainted this summer (I also have rust in a few other places, and I want to paint the black trim white too).
