when i push the hazards it makes a god awful noise. and when i try to start the car the tach swings to 3000 and stays there till the starter just goes click and it drops down to 2500 and goes back up if i hold the key at start!!!

A serious short/ground somewhere in you steering column wires?? I don't know. Have you pulled anything apart to look at anything, any CELs? Is your engine turning over at that RPM or is it just the tach that's indicating wrong?
