Probably, they're pretty picky about safety regulations here.

I have no front bumper at the moment, and my "bumper beam" consists of 90% front mount, 10% steel.
But I'm in MD, and I'm pretty sure it's very illegal.

well no need to wonder if its illegal. i just got the bumper back on
