No current to low beams / continuous rear wiper motor buzz

About 3-4 years ago I noticed that my right headlight (low beam) and the right tail light stopped coming on. A bulb replacement fixed the taillight, playing a bit with the decaying connector plug made the front light come on. With time, it became increasingly difficult to keep the right low beam on. At some point, maybe a couple of years later, the left headlight started behaving the same way, the only difference being that its connector was in good condition. Fast forward to today, I cannot get either low beam to work, however both highbeams still do. I've checked the low beam fuse and it is ok, however there appears to be no current sent to it!

FWIW, around the rough time period the left passenger low beam stopped working, the rear wiper stopped working. A short time after, I noticed a not very intrusive electrical buzz coming from the rear wiper as soon as I turned the key into accessory mode, that would only go off with the key in the off position. I've noticed that the pitch of the buzzing changes slightly when using other power accessories such as lowering the power windows.

Does this sound like a short to you?
Do you think the two issues could be related?
I'll try to disconnect the wiper motor to see if that does anything. Any other suggestions other than taking the whole car apart (which I don't know that I'm really up to) to try to find a short?

Disconnecting the rear wiper had no effect on the headlights.

Cut off the passenger side connector plug in poor shape and soldered in a new one from the scrap yard. Now if both sides are plugged in the both headlights come on with a slight delay but are very faint. The passenger side highbeam does not come on however. If I disconnect the passenger side, the driver side low beam does not turn on at all! Looks like some crappy wiring by me. TBC
