We used rubber from an old grain convayer belt once.

It was 3/16th think and super rugged.

I bought generic rectangle-shaped pickup truck mudflaps from your generic neighborhood auto store. They were black and probably 3/8" thick soft rubber. I cut them to fit and drilled holes for the mounting hardware. It worked ok for a couple years of rallycrossing, but it definitely depends on how much time and professionalism you put into getting the mounting hardware right. Just remember that they are capable of capturing probably 50 lbs of mud between them and the tire in real muddy conditions. Of course, if something is going to tear, better the mudflap or its mounting hardware than your bumper.
If you want to do it right, I would get some of the thin rally mudflaps that are more plastic-like then gummy rubber. You'll still have to customize for a BC. You want them thin and slippery with a smooth finish so the mud will slide off instead of being captured and filling up your entire wheel well. They are also lighter and stronger, so they aren't as likely to tear themselves off the mounting hardware.

do not make them too long.
I used to have very long flaps on the front, and a "spirited" reverse out of my driveway sucked the flaps under the front tires when the suspension compressed from dropping down the curb cut.
I too used big truck mudflaps. they were $20 or so for 2.
bonus points for yosemite sam "back off," thelma, or "4x4" mudflaps.

Haha, that's the other advantage of going to AutoZone... you can be the first on the rally stage to show up with mudflaps that have redneck stuff like naked chicks or Calvin peeing on a Ford symbol
