speed sensor location 1990 legacy

I'm trying to find the speed sensor.Either my Haynes book is wrong or I'm Blind. Also if it was bad would it cause the Auto trans. not to shift to low when I come to a complete stop.After I stop it will not start off in low unless I shift it to 1st. THANKS

AFAIK the speed sensor is on the back of the speedometer gauge and you'd need to pull the dash to get to it.

Is the speed sensor part of the cluster where the speedometer cable goes in. ALSO what is the box under to cluster by the steering column? It's about 5inch by7 inch and 1 1/2 inch thick with 3 black connectors. has a sticker with a big EF on it. I would like to know what this controls.

That's the automatic transmission control unit.
