The cruise is integrated into the steering wheel. So you either need to rewire things, or find another subaru wheel with the cruise stalk.
As for swapping steering wheels. If you get one with the correct spline count & size, it should just be a matter of pulling the old one off, and putting the new one on.

I believe that may be an JDM subaru steering wheel. Notice the stalk is on the opposite side of what it normally is.
Post and ask him.

Yeah, a lot of us have gotten good deals on JDM Subaru steering wheels on eBay. Me and Nick (555BCTurbo) have the exact same wheel. Here's mine:
My cruise stalk is actually still on the right side, like my original.

the cruse is still on the right side
all i had to do was unbolt the old one and unplug it
then plug in the new one and tighten the bolt back up

i bought it off ebaymotors from the seller jdmhot

i have my nardi wheel which was off a 94 wrx i belive, it did not have cruse, and the horn button was different, all i did was cut the plastic on the side in the same location as stock and bolted it in. took me a while because i didn't want to slip with the dremel.
