Boost leak????

OK, hypothetically, if you have a small boost leak, won't the turbo continue to spin until it reaches the standard 7-8 psi it normally runs? This means that the turbo is now working harder and running faster to reach the same boost levels- this means it will burn out much faster.
So if I took out the stock pipe and installed a slanty IC, how would you check for boost leak?
Currently, it is running full boost about 250-450 rpms later than it originally did, and that seems much later than I expected.
Suggestions?
Thanks.
