Rear seatbelt... wtf, mate?

Some time ago over the summer I replaced my right rear belt in the wagon because it wasn't retracting anymore. Turns out that the previous owner shattered that side window at some point and enough cubes of glass filtered down through the interior that some of them ended up getting into the seatbelt mechanism. I pulled the working belt out of a same year/model junked car and installed it with little trouble. Almost immediately the replacement belt also stopped retracting. since we don't carry passengers that often I've just let it slide but now I'm starting to wonder about it again.
The process seems pretty simple and other than removing half of the rear interior it's easy.
Is there some trick to handling and replacing belts that I don't know yet? Some way that I messed up the replacement while installing it?
the other question is this: do later model seatbelts fit alright? for instance could I stick the belt from a 96 into my 94 if I can't find a 94 belt?
