Can low fuel pressure cause misfire??

I've got a 92 NA ej22 in a car for my 16 year old daughter that's giving me fits.

I can't get it to idle worth a damn. It shakes and seems like it's missing on #3 cylinder. No power at all.

Here's what I've done:

New plugs/wires
Swapped the coil pack & ingniter from my 92 wagon

Replaced 1 & 3 injectors

Changed cam/crank sensors

Changed timing belt (yes it's lining up right)

Can low fuel pressure cause a misfire like this or does it basically just stumble and not miss on one cylinder?

If I pinch the return hose the pressure does not go up. Also it doesn't hold much pressure in the system.

I need help, 16 year old have no patience at all.

Thanks!

What is the fuel pressure?

Have you tried replacing the coolant temp sensor? Have you gotten the car to warm up to normal operating temp....if so, does it idle/run any better/worse?

I think the fuel pressure is in the 20lb range, I have to run a better test .

No, it doesn't run any better warm.
