vf23?

i just purchased a 91 ss that came with some extras. A vf23 turbo and a 04 wrx intercooler and hood scoop. i was wondering if this is a good combo and what mods i would need to make to install these?

The VF23 is a good midrange turbo.
If you do not plan on pushing the limits.

This turbo is considered a great all-around turbo. Like the VF22 it utilizes the largest P20 exhaust housing. This housing is mated with a smaller compressor housing of the of the VF24. This turbo is considered optimal in applications with range from mild to slightly wild. It does not have the same top end power of the VF22, but spools up significantly quicker."
My suggestion would be to use the WRX intercooler with it, and you have options for mounting the hoodscoop. ( More air is always better)
If you run less than 9-10 PSI, you do not have to change any other engine things ( except the exhaust- you SOOO have to open that up)
As for install, the turbo should bolt up with minor oil and coolant line changes. The intercooler will require some modifications to the diverter valve line and possibly the turbo to intercooler lines.
It will not be plug n play, but with a couple hours effort, it will be a good power boost mod.

I think that would be a sweet setup. It should yield some pretty decent gains by itself because of how much more air it flows.
You'll have to get creative with the wrx intercooler's bypass valve flange, because the way our engine sits, and the fact that the throttle linkage is on the driver's side hinders your ability to fit a blow off valve in where most wrx's have no problem.
I'd say go for it. And if you don't want to. Sell me the turbo

thanks for the vf23 info-it hard to find info on it.
how well do gc/gf exhausts fare with legacys,or what exhaust setup would you suggest?

I've seen a few CES exhausts on ebay made for our cars. Most will have to be modified a little to fit.
For example: To fit my Helix turbo back exhaust I needed to relocate one exhaust hanger and add on ~8-10"s of pipe to make it fit correctly.
