Black and lonely connector (and is not check connector)

So, I was rewiring my alarm system and found a 3 pole flat female connector wich I don't know what it is for.
there is also nearby and coming from the same cable pack another lonely black cable whith a nude male pin which happens to be ground.
They seem to belong to each other as they and only they emerge from a thermoretractil plastic tube.
Anyone knows what is it for?
A subaru mechanic told my father (the previous owner) that we our car power limited from factory until he unlocked it 12 years after buying. He said it is to limit the car power until the car is sold to prevent handlers missusing the cars.
Could this be the function of this cable pair?
