Duty C Solenoid on a 4EAT

I read on here that the possible fix for my "Torque Bind" Issue is the replacement of the Duty C Solenoid. Is this a job that i can only have done at the dealer or can my local transmission shop handle it? And if i can only get it done at the dealer what kind of price am i looking at?
I also read an old bulletin about this Limited slip fluid for the tranny that is a quick fix. Any opinions of that. Here is the link for it...

I have not yet changed the tranny fuid and am now slightly afraid cause i read a few articles of it being said that changing tranny fluid that has not been done in a long time can kill the tranny. I was under the impression that only happened if it was flushed. Can any techs shed some light on this. And on top of that, can i get some advice on a good fluid to add to a 92 Legacy with 168K?
