Keyless entry problems

My 95 Legacy wagon has a Subaru keyless entry system (dealer installed, I think) and I thought I was on the right track to get it working again. Poking around under the dash on the driver's side I found that 2 fuses were missing, one to power the keyless entry unit and the other appeared to be for the output voltage to the door lock relay. So I put what seemed like reasonable fuse values in and the unit made a sort of ticking sound. I then tried the remote and - it worked. For a while. The next time I drove the car, a few seconds after starting it the door locks spontaneously locked and unlocked a few times. Strange, I thought and kept going. A few minutes later it did it again. Later on down the road it started doing it for a minute or so straight and finally it stopped. At this time I also noticed the check engine light had come on. For the next few days, the locks would occasionally cycle at seemingly random times (although I suspect radio interference). Then no activity for a few days. I figured maybe a fuse blew. I later looked and both fuses were intact. I tried pulling the fuses, putting them back in. Got the ticking noise again but no response to the remote. Any ideas?
