can I upgrade to a newer more "sylish" hvac controler?

Good question. The boys over at NASIOC or i-club might be able to better help with 95-99 stuff, to be honest.

Ideally, any 95-99 setup should physically fit in there. Whether it does, or whether the electrical/physical stuff works are the two important questions.
