Fan pulses on and off when trying to pull CEL codes 94 TW

I have a 94 TW 4WD, with CAI / IC / Exh and am running ~13 psi with an MBC. Whenever it's wet outside the car throws a CEL from startup. It used to go away after ~20 mins of driving, but it threw one last week and it won't go off.
When the light is on the car hesitates up to ~3000 RPM at any boost level (not the sudden neck-snap like when you hit fuel cut, it feels more like when you're in a turbo FWD and digging for traction). The wideband stays around 14.0 - 14.3, but it's tuned so usually it drops to the low 13s by 3000 RPM. I'm running an Apex'i SAFC-II.
I finally got a spare minute last night and took the dash panel off to connect the neon-green plugs together to flash the trouble codes with the CEL, but when I connected them the radiator fans started to pulse on and off. I though "what the heck- maybe there's just some screwup in the wiring and the fans will pulse in the same 'long - short - short - etc' manner as the CEL." None such luck.
1) Has anyone else had this problem when trying to pull the codes? The CEL stayed constantly lit while doing this- no flash, no nothing.
2) Any idea why it's bogging at low RPM only when the CEL is on?
3) Any idea why it throws a CEL when it's wet outside?
