Tail lights, and interior lights not working

I have a 94 legacy. It always has had a little electric problems.
The tail lights and dash lights have stopped working.
I have checked a couple things and they all check out ok.
Illumination relay and fuse are fine. The fuse is not even getting 12 volts.
Looking at this figure I think it may be the illumination control unit but I have not clue what or where this is located. Here is a copy of the wiring diagram.
Any ideas?

Question for you. Do the front side markers work?
Have you tried the parking switch on the steering column? Do th parking and/or the tail lights work then?

yeah check those, cause if those are out then it might be a fuse under your dash, forgot what it was labeled as
but my parking and tail lights didnt work once and it turned out to be a hairline crack on a fuse i could barely see

They do not work either everything on that curcuit is not working.
Fuse has been checked and is fine. The fuse block is not seeing 12v so it has to be something other then the fuse.

Where was the illumination relay? I have a similar situation: My interior and instrument cluster lights are all out and the fuse is good.

The illumination relay is above the fuses where your left foot would be when driving.
There are 3 black relays the illumination one is the center one.
The illumination control unit is to the left of the glove box under the dash. I think this is my problem but do not have the car with me to fix/replace it to make sure.
I should know within the next week or so and will post my findings.

Well it is not the illumination control unit.
I might just end up hooking it up on my own.
