I was changing my fuel filter today and noticed that the small tube coming off my PCV valve appears to be kinked. Additionally, it's quite apparent that it's not all the way on the, umm other tube.

I loosened the screw and attempted to wiggle the tube back up, but was unable to. Burned my hand on the turbo housing in the process . Anyways, I'm guessing this would possibly explain why my idle is low. Any tips on whats the best way to attack the tube and get it back on?

Lastly, I was noticing that there was some oil residue on the underside and surrounding area from the intake goes into the manifold. Ideas why thats happening?

Try to get it un-kinked. All I can say is it's a pain trying to route the PCV hoses on these cars when you start upgrading things in the engine bay.
