JDM's came with EJ20 turbo motors (first series of WRX I believe). I don't think the EJ20 turbo hit the US until the WRX came to the states.
Someone correct me if I'm wrong...

There is an engine block label cast on all the motors which identifies them. EJ25, EJ22, etc. It will be located on the block under the power steering pump. This should help you figure out if it reads EJ20 or not.

Found this on Google while doing a quick search for 1994 Legacy turbo motor:
When it debuted in the US, it was introduced with a larger displacing 2.2 liter engine that was also used for the European, British and Australian versions over the Japanese market version of 2.0 liters. The Japanese use the smaller engine because of Japanese road tax legislation, which determines the tax to be paid based on engine displacement.

The 2.0 liter DOHC turbocharged engine, which is a prized engine amongst Subaru enthuiasists, was introduced first in the Legacy and later used in the Impreza WRX when that model was introduced in 1993. In Europe, the Legacy Turbo was sometimes referred to as the "Lunacy" Turbo. The Australians were offered the Japanese-spec RS turbo sedan with the 2.0 liter engine in 1991, and Europe and the UK the same engine in 1992, manual transmission only. The 2.0 liter turbo also came with a water cooled intercooler. The USA 2.2 liter SOHC turbo was not offered the water cooled intercooler when it was introduced to them in 1991.

If it's a 2.0 block, you want 2.0 headgaskets. 2.2 would be oversized in your case.
