I think it's closed at idle... because the actuator doesn't run off vacuum, its is opened by pressure, and at idle there is lots of vacuum.
Kickin' it old-school.

Yeah....it shouldn't be open at idle. And you really shouldn't have to adjust anything. Maybe put a little bit of tension to make sure it's closed

ok i got things right. i have some tension on the actuator, but im not sure how much would be good, what would happen if i had to much? besides that fact that it wouldn't open. higher boost? damage?

Get a little hand pump and see how much pressure it takes to open. If you get it up to your target boost and the wastegate hasn't even moved yet, you'll overboost.

If it doesn't open, you'll overboost, and all kinds of damage associated with overboost can happen. If you haven't messed with the ECU's control, it should cut fuel if you overboost above about 13 psi for more than about 3 seconds, so that would be a last-resort failsafe.

can i use a bike tire pump running to the wastegate? then have a boost guage tee'd off the hose to the wastegate to test if my wastegate is sticing shut?

Yes, if you can work the plumbing out.

I've never heard of a wastegate sticking.

You could check if it's stuck shut by unbolting the rod and trying to open the flapper; it should open easily. Or just push the rod by hand; it'll take a lot of effort but you should be able to get it to move.
