what would make my wastegate be open all of the time and sometimes work like normal
well this is what happened i have had vaccum leaks all over the place from breaking plastic pieces from the turbo swap and it did run to bad until i hooked them back up and now its like my wastegate is open and the turbo wont build pressure would this be from a bad wastegate or from the vaccum routes being wrong?

You could test the actuator with compressed air to see if it is opening & closing smoothly.

It may be binding & getting stuck open.
If it is working properly the problem is somewhere else.
