So my ebrake shoes crumbled to pieces when I took my rear rotor off. Is the dealer the only place I can get these? Subaru uses the same pads on every car save for the STI. Best price I can find is $58 bucks!

I recently did my emergency brake shoes. They were $51, Subaru parts, local dealer online price. That is about what you are going to spend. There might be something else cheaper, but I wouldn't do it. Use the OE parts. It's a good job, have fun!
