Fresh engine rebuild.. no start.. look inside!

Okay guys,
I just rebuilt the ej22t in my 93 tleg. Engine turns over etc, but will not crank.
so far:
- re-checked cam timing (t-belt)
- checked spark at all 4 plugs.
- spark plugs seem to be gas fouled.
- engine has compresssion, engine turns over much faster with each of the spark plugs removed.
So basically ive got timing, fuel, compression & spark.
Ive tried starting it with the pipe off from the turbo to throttle body and it still seems to be dumping alot of fuel. With this pipe off the MAF shouldn't read any airflow. This leads me to believe that the engine is being flooded somehow. Are there are common reasons for these engines to dump fuel?
Im very concerned about fuel washing my cylinders on a fresh build.
The strange part is that the engine ran before i removed it (was knocking, but still started easily).
Any suggestions would be helpful as im not real familiar with these cars yet!
