Previous owner botched oil pump mounting hole big time

I was helping my friend on his 91 Legacy doing the timing belt, water pump and reseal the oil pump since it was leaking. I noticed a crap load of silicone on the upper passenger mounting bolt of the oil pump, the bolt right next to the mounting stud. When we took the oil pump off and started to clean the old silicone off I noticed that this mounting hole looked f'ed up.

Upon inspection, it looks like whoever did the oil pump before broke off that bolt and then redrilled a new one. The new hole is crooked and at an angle toward the drivers side almost pointing directly to behind the mounting stud of the oil pump. When we cleaned all the silicone off, some oil looked to drip out of that crooked hole.

Is there an oil line in the block behind the upper mounting stud of the oil pump that was punctured. What are my friends options...resilicone the crap out of ithe pump, bolt and hole or do I tell him he needs a new shortblock? Any advice would be appreciated.

Hi Jeff....No pics, I just siliconed the crap out of it and slapped it together. I didn't leak right away and when I talked with him today it still is not leaking. I told him to keep an eye on it.
