Dude... I took that exact same picture when I was there! My wife could not understand why I thought it was so hysterical....

The most obvious is because it says powertard.
I guess the second is because this is one of those phrases/words that was translated from Japanese to English and went horribly wrong. Ever heard of Engrish? They have shirts and other clothes that have english words on them, but make absolutely no sense when put together in the order they have.
I believe I know what they were trying to imply by "Powertard Brake", but they totally missed it on that translation.

Yeah, "powertard!" Pretty low-brow, really... but I'm just glad I'm not the only one who thought it was hilarious.

what I got out of it is. Its what is used by "Powertards" as breaks the rear bumper of your car that is. or. THEY use the rear bumper of YOUR car as a break.

Hmm on second glance it looks like the cars in both pictures are the same make/model. so i'm guessing that its actually a translation gone wrong thing as Legacy777 said.
