Is it normal for a milkish substance to form in the upper breather lines form the heads and on the underside of the oil cap?

I was told by someone that it is caused by condenstaion, but I'm still a little worried.

Yes, it is a mix of oil & condensation/moisture. If you take frequent short trips, I would say it's more common for that to happen.

You can try cleaning them out, but driving long enough enough times during the week to get the engine up to temp and evaporate the moisture is probably the best solution.
