Federal VS California ECU maps - pin b56 number 11

In the 92 FSM it lists plug b56 pin 11 and says "49-state and Canada:12" "California:0"

Does that mean in order to use the federal/canada maps you supply 12 volts to the pin or leave it connected to nothing and the ECU supplies 12 volts? I think I incorrectly converted mine long ago!
Here is a scan of the ECU wiring diagram which seems to show the pin grounded for California

E2 is the middle connector between the battery and washer bottle. Why does the engine harness style determine which map is used?
I found out that there is a difference between California timing belts and everywhere else recently.
