1993 Legacy, the wife has to reach over with left hand and push the button on the side to release the shifter from park.
Does the consul have to come out? Or can this be fixed underneith the car?

It could be the solenoid at the consul inside the car, or could be part of the brake switch.
I'd start by checking the solenoid at the shifter. Apply 12v to it and see if it clicks.

I think you can remove the shift lock cable from the steering column and back to the auto shifter.
You can also try manually releasing the lock from under the steering column.

Try swapping the control unit a black plastic box located near the brake pedal. Follow the wires from the brake pedal switch. I fought a similar problem on my 93SS. I changed the solenoid on the console and finally figured out it was the controller.
