reclocked td04 in my 93 SS,actuator questions?

So i got this done this a couple weeks ago,originally there was a PE1860,. With the other turbo i had the stock vf11 boost actuator,but now it has a stock wrx acuator. Im running an mbc as well,heres my problem,even with the mbc turned down i see my boost gauge go over a bar and im afraid im gonna damage something. Help?

If I remember right, the TD04 actuator should be between 7-8psi.
Have you tried removing the MBC from the equation?
Just run a hose straight from the turbo nipple to the actuator? If boost still hits 1 bar, I would suspect that the actual wastegate itself might be sticking.
If you have access to a regulated air source you can add pressure slowly to the actuator and see if it is moving when it reaches 7-8psi. You can also use this method to make sure it is indeed a stock TD04 actuator and not an upgraded one that may be set at 14.5psi.
Have you removed the actuator rod from the wastegate linkage to make sure the wastegate itself isn't stuck?
If you have reclocked the turbo and or rotated it, you may want to check that the actuator rod is not binding when it is opening, also make sure it's extending far enough to open the wastegate all the way.
I have never clocked a turbo or rotated one, so take everything I say as words from an unexperienced NEWB!
