Crank no start in swap

Its been awhile since I've gotten on here to seek out some help. I've been working on (slowly) doing a swap into my RX and ran into a major issue that might abandon all hope on the car.
Car with specs:
1987 Subaru RX coupe
1993 Legacy SS EJ22T engine
1998 Impreza 5mt 3.9 tranny
1991 Legacy SS 3.9VLSD
I have everything installed into the car currently (still got a few small things to finish but enough to start and drive it) but I'm getting a crank, no start. Fuel pump isn't getting grounded but with 12volts on the main power for the fuel pump, it kicks on. I have a good harness as far as I know (been spliced between the EA82 harness and the EJ22T harness) and have had it checked out by another Subaru enthusiast that has done quite a few of these swaps. His board name is suberdave.
With that being said, no fuel, no spark, just cranking. I don't have the instrument cluster installed yet so no Check Engine light is wired up, no tach and no gauges period right now. Theoretically though, it should fire without these items hooked up but it doesn't. Someone told me that it could be a crank sensor buuuuuut the fuel pump would still come on like it should without injector pulse. I'm leaning toward an ECU issue but I could be mistaken and trying to find an ECU has been kind of hard locally for some reason.
Engine has 200k on it and was pulled from a running vehicle. I however did not pull it but I have two sources that said it was a runner before stripping. I got the engine out of the car, some misc parts were missing from the MAF, to the intake piping, PS pump and a few other odd-n-ends. Harness was partially stripped so I finished stripping it and merged it with the EA82 harness. I'm using the EA82 fuseable link block, fuse block and accessory harness, along with the cranking system but the engine harness is all EJ22T.
So where should I begin to figure out where my issue is?
