Hesitation in moist climate

I went back to Seattle over the weekend, and my car was having hesitation issues when the engine was somewhat cold(ie even after 5-10 min of driving), when I'd hit the gas it would go up to where I'd normally hit boost, and wait a good second before it actually came, did this most of the time until it was completely warmed up. Is it possible there was just moisture in my gas or something? Pullman is much much drier than Seattle, and I had to go across the pass, plus it was rainy in Seattle. Or is there something else going on here?
