any ideas would be helpful, i dont thing its a IACV problem cause it happens when electrical loads or brake pressure is applied. New plugs, wires, grounding kit, fuel filter, air filter is clean. so idk lol

Tested the alternator?
For your location/elevation, you should be idling around ~20 inHg, so it would appear regardless if what electrical stuff you turn on, there is a vacuum leak of some sort. My vacuum actually improved when I replaced the rocker cover gaskets. Others have fixed idle problems with replacing the intake manifold gaskets. Your vacuum hoses new or old and crusty?

never took altitude into account tacoma WA is pretty low to the ground but possible. I have a new throttle body gasket waiting to install along with a IACV gasket with a cleaning due. How difficult is it to change the intake manifold gasket? Both rocker cover gaskets have been changed with in the last 2 years and currently are not leaking. So ~20 inHg is the magic number, what vacuum hoses do you recommend look at first or are any just as well? Thanks for your input i really appreciate the help

Regarding the elevation, it will change what your 'normal' vacuum level should be. Being up in Seattle, which of course is basically sea level, my vacuum is always ~ 20 inHg. Obviously the higher you go, the lower the 'normal' level would be.
I've never changed the intake gaskets.
As for vacuum hoses, I'd check them all per this diagram. I've got zipties on all of mine since running larger turbo and higher boost.

yes i will definitely check all those, thank you for the information. Im wondering though if i should just put all new hoses on.

Seems like high resistance in your ground wires. I had a similar problem but after removing and sanding the grounds for better contact it cleared it up. Subaru has the bright idea of bolting thier ground wires directly over paint. So sand down the eye rings and where it gets bolted up. I noticed the biggest difference when i did my ECU ground. Its also the toughest to get at, especially with a TMIC. That one is on the back side of the engine on the drivers side, right below the fuel rail. Its super hard to see under there, but its there and worth cleaning.
I only run at 17-18 inches at basically sea level. After redoing my every single vacuum line when i did my turbo and intercooler swap as well as the PCV, it got a tiny bit better. But i also suspect intake manifold gaskets. So thats my next project.

if you can and you remember when you do your intake gasket change lemme know how much of a pain that is.
