I'm assuming that is your vacuum reading at idle....correct?

Based on this chart
http://www.engineeringtoolbox.com/air-a ... d_462.html

There's a 3.6 in HG difference in pressure between sea level and 3,500 ft. Since you want between 19-20 in HG vacuum at idle, your reading of 16 in HG is good.

My Vacuum at ilde was ~14inHG here at 5500' ASL (perfectly normal). Now with delta cams it runs 10-11inHG at idle (a bit low).
