Cold start problems

Hi I have a 92 Legacy wagon n/a 5 spd, When I try to start my car in cold weather it makes a buzzing noise behind the dash, But after a couple tries it starts up. I put in a new starter, but that really didnt help. Is it the starter relay or something like that, can it be replaced? Thanks

The starter relay/solenoid is part of the starter itself.

This diagram shows the starting system.

It could be the starter interlock relay. It has a blue connector like in the picture below. You could try jumpering pins 3 (Blue with red stripe) & 4 (Red with yellow stripe) with a same gauge wire and see if the car starts ok. If it does, the relay could be the issue.
