I am planning on upgrading my 94 Legacy L wagon brakes to maybe 2 piston calipers WRX brakes, what are the parts I would need? Would it be worth it or are there another set of brakes that would be better but still on a budget.

Moved to correct section.
Welcome! At the top of the "Wheels, tires and Brakes" (and every other) section is a "Sticky" with on point articles - Click on the "Compiled Brake Information" link.

The one thing I'll make mention of that isn't really highlighted a lot is that when upgrading to bigger brakes, it also increases the volume demands on the brake master cylinder. This can cause excessive brake pedal travel compared to before if nothing is done to correct it.
I installed WRX front brakes & rear turbo legacy vented brakes on my 90 L sedan (non-ABS) back in 2002. At first I did not do anything other than install the calipers. While the stopping power increased I had increased brake pedal travel. The non-ABS cars had a 1" bore master cylinder (MC), while the ABS cars had a 1-1/16" bore. Since I didn't have ABS the only upgrade path was to find a 1-1/16" bore non-ABS MC from an SVX. Once I did that the pedal travel was back to normal and pedal feel was improved.
The sedan's had smaller pistons in the rear compared to the wagons, so just upgrading the front brakes may not change the braking charistics of the existing setup that much. I'd recommend swapping the brakes and seeing how they feel afterwards, and then go from there to see if you need to do anything further.

Yep, I went with wrx front h6 rear on my 93L and definitely noticed the extra travel. I think somewhere there are some recommendations listed for specific cars.
Yeah in this one toward the end of the 3rd post:
