This is the backside of a 98 headlight, the lower white knob adjusts up/down, and the upper adjusts left/right.
I had a big ol couple of paragraphs typed out on how to align them, but I feel this guy did a better job, and has useful diagrams.

Obviously his pictures are of a newer car and newer headlights, but the rest should be the same.
