Starts but wont idle

I have a 91 Legacy non turbo that wont idle period. It's not giving a cel, but it will run just fine when the gas is given through the pedal. I've taken the iacv off and cleaned it and it still wont idle at all I've tried to check all the vacuum lines i can see and none of them look cracked. At this point I'm completely stumped and the only way to get it to idle is by adjusting the throttle cable.

Out of curiosity, does your throttle body have one of these adjustment screws in it?

If it does, you could try adjusting it. I would caution you to make sure you count the number of turns you make so you can put it back to where it was in the event that is not the issue.
Unless you cleaned the throttle body or did something else adjusting this screw is still going to be fixing a symptom vs. the cause. Did the car ever idle correctly?

Yeah it's always idled correctly, a little rich when cold but before this all happened it would idle just right and go through the warm up process. My throttle body doesn't have that screw though, right where it should be is just a hole.

So what changed between it idling correctly and not idling correctly?
