engine cooling

I own a '90' Subaru Legacy. I have a cooling problem. I changed the
thermostat and antifreeze. It still gets overheated if I turn on the
air conditioning. When the car starts overheating I can turn on the
heater and the temperature will go back down to normal. I have also
flushed the cooling system. I read in the Subaru manual that the
cooling fans are two speeds. Has anyone noticed this? I have only
noticed one speed. Can anyone help me?? Thanks!
