This will work and I think that the claim of 10hp at 5500 could very
well be true. I spent several evenings on the throttle body of my
motor, I picked up a used one to run while I was doing the work. This
same thing can give smaller gains when this attention is given to the
entire intake system all the way back to the air cleaner. It is just
detail but when the moving air hits a flat edge like he is talkig
about a small part of the air will actually turn around and slow the
incoming air down. I think I might still have some pictures around
from the adv from a company that does this for racing and will post
them. It is little things like this that make 800hp 1.5l motors
possible. (Renault 1.5 turbo Indy motor)

Yes I have done this to my car with increadible increase in
performance the throttle body is now 62mm wide and is almost straight
through.
