This applies to California. Not sure about other states
To be smog legal you can put a different engine in your chassis if
the engine comes from the same the same or later year vehicle. I
think you will have a lot of trouble trying to put an engine into
your chassis that comes from an earlier year.
The basic rules in CA for engine swaps is that all the smog and
emmission controls that were on the vehicle THE ENGINE COMES FROM
must work on the car the engine is going into.
This is not too difficult for years 90-94 which all have "OBD-1"
engine diagnostic systems. After 94, most manufacturers changed
to "OBD-2" diagnostics which had much more extensive diagnostic
routines for the ECU and more sensors on the engine and the
vehicle. It also requires a special tool to read the ECU's
diagnostics rather than a simple blinking light on the dashboard or
ECU as in OBD-1.
An exception to this is that the SVX retained OBD-1 diagnostics
through '97.
