Yes, this is my understanding also on EJ20 closed and open deck blocks.
The BC-BF were closed, and the BD-BG (late-93 in Japan) introduced the open
deck. The BD-BG then went over-bucket shim solid lifter in late-96 with the
205kW engine, mainly due to the major failures that were experienced with
hydraulic lifters and the earlier head design that was used til late-95
whilst trying to get a reliable 205kW from the earlier opend (B-spec)
engine.
The WRX thoughout these times were closed deck EJ20 with under-bucket shim
solid lifter, until about late-95 when they were open deck. If I recollect
correct, this also coincides with the introduction of turbo restrictors in
WRC, so I assume that capped horsepower and production efficiency enabled
the use of open blocks in production / homolugated WRX versions since this
time. However, I am guessing that the STi versions almost certainly would
have persisted with the closed deck to version IV, but as power ratings
declined and consumer demand increased the open deck was probably used.
Today, it is probaly only the version RA that is closed deck.
