both wires should be unplugged....the black ones and the green ones.

You're not off-topic with that. I have the same problem when my car
is at normal operating temp, but not quite warmed up yet... the idle
speed oscillates and occasionally almost stalls. I haven't tried to
fix it yet because it's not a major problem, but it's probably
related to a vaccuum leak of some kind, either in the engine (bad
gasket) or in the vaccuum lines. This can be almost impossible to
trace. Good luck.
As for the fan cycling on and off... this could be caused because a
wire that is used for debugging the computer is connected when it
should be disconnected. This means you are driving your car
in 'diagnostic mode'... which could be another cause of a wierd idle.
Check down by your ECU for several connectors that connect one wire
to one wire. There's a green one and two black ones (I think). At any
rate, the green 'T-shaped' connector must be DISCONNECTED. I'm
interested to know if that's it, so please write me back and let me
know if that's what it was...
Connecting the green one and turning the key to ON without starting
the engine causes the fan to cycle on and off... this is accompanied
by a relay clicking in the box rather loudly on my car...
