Also I have aggresive street cams for it but I need upgrade head parts in order to use them...which nee...

Now that I think about it, try changing your idle air control valve first that is more likely to cause the reving.

Sounds like a throttle positions sensor. Which from personal experience you will probably only find at the dealer. I had the same problem with my 97 Legacy.
