When I start my car in the morning and afternoon it wont hold an idle, I have to hold my foot on the gas an keep the rpm's up for about 1-2 minutes depending how cold it is or it dies. Then it idles by itself but really low 100-200 rpms--almost dying. Once it warms up it idles fine at aroud 800-1000 rpms.
What is the problem, it has been like this since I bought it. The guy I bought it from said it was a $200 sensor or something like that and he didnt want to pay for it.
Is that true

The Legacys are Fuel Injected cars and don't have a choke. Those are for carbs. I don't have a clue what your issue is on your car, but it's one of three things: fuel, spark, or air.
EDIT- I'm not sure if the NA's have a idle air control valve, but that may be it.

What does the IAC do and much does it cost? Is it easy to replace? Where can I find one.
Could it be anything else?
IIRC, it's under the passenger side intake runner. Should be kind of easy to get to depending on what's in the way. I think they are expensive. JY is a good place to try to find one. If they don't have one, then try the dealer.
Check your MAF sensor, exspecially check the connections.

It does indeed sound like your IAC valve is stuck closed.
You can pull one from a junkyard (although I personally am not a big proponent of used electrical parts) but if you decide to get a new one from the dealer, expect to pay no less than $350

You can remove the top (make sure to mark it's position first!!!!), and see if the shaft moves freely. If id does not, try freeing it up and running brake cleaner through it to clean it.
Mine was completely siezed. After breaking it loose, it works fine.
